How to Get BIS Certification in India

The first step to obtain BIS Certification in India is to determine the correct certification scheme for your product. Products are covered either under the ISI Certification Scheme, which requires a BIS license, factory surveillance, and use of the ISI mark, or under the Compulsory Registration Scheme (CRS), which mainly applies to electronics and IT products. After identifying the applicable scheme, select the relevant Indian Standard (IS) and carefully review its scope. The scope defines the mandatory tests, labeling and marking requirements, and any exclusions.

Next, prepare a detailed compliance plan. List all product models and variants, map the applicable clauses of the standard to each model, and gather the necessary documentation. This typically includes product drawings and specifications, a list of critical components, safety declarations, and quality management system (QMS) records. Proper documentation at this stage helps ensure a smoother certification process.

Product testing must be conducted at a BIS-recognized laboratory with experience in your product category. Confirm the required number of samples, testing duration, and report format before testing begins. While testing is in progress, compile your application dossier, including business registration documents, brand authorization (if applicable), labeling or marking artwork clearly mentioning the relevant IS standard, and—if the manufacturer is located outside India—the appointment of an Authorized Indian Representative (AIR).

Under the CRS route, once the product successfully passes all tests, the test reports and supporting documents are submitted online through the BIS portal, along with the applicable fees. If approved, BIS issues a Registration Number (R-number), allowing the product to be manufactured, imported, or sold in India.

For products covered under the ISI Scheme, BIS conducts a factory inspection to verify manufacturing controls, in-house testing facilities, quality systems, and marking procedures. After the license is granted, periodic surveillance audits and testing are carried out to ensure continued compliance.

After certification, manufacturers must strictly follow BIS marking and packaging guidelines, maintain production and test records, and promptly inform BIS of any changes in product design, components, firmware, or suppliers. Establishing a renewal schedule and a defined process for adding new variants helps maintain uninterrupted BIS compliance across your product range.
